Traffic Superintendent

Salary: $50,000/year (DOE)

Summary:
The City of Russellville is seeking a qualified professional to manage traffic signal, signage, and pavement marking operations. This position combines supervisory, managerial, maintenance, and repair responsibilities to ensure safe and efficient traffic management throughout the city.

Essential Duties & Responsibilities:

Provide excellent customer service and maintain positive working relationships with internal and external stakeholders.
Supervise staff, including hiring, training, assigning work, performance management, and ensuring compliance with city policies and laws.
Manage the traffic control budget, personnel, and project resources.
Oversee the design, construction, operation, and maintenance of traffic signals and ITS components.
Coordinate installation, inspection, maintenance, and repair of traffic control systems, including 120V and 240V electrical systems.
Safely work at heights up to 50 feet.
Plan and implement routine and emergency maintenance for signals, signage, and pavement markings.
Manage the sign shop: fabrication, installation, inventory, and maintenance.
Develop specifications, conduct traffic studies, and coordinate signal design with the Arkansas Highway Department within the City limits.
Maintain preventative maintenance programs for traffic signals and ITS systems 24/7.
Ensure staff are trained in safety procedures and that equipment is properly maintained.
Develop communication plans for traffic corridors to optimize traffic flow.
Manage budgets, payroll, project documentation, and inventory for materials and equipment.
Coordinate underground utility locates via the Arkansas One-Call System.
Assist with decorative and trail lighting projects.
Respond to service requests from the public, contractors, and other city divisions.

Supervision Responsibilities:

Directly supervises two non-supervisory positions. Responsibilities include training, assigning work, performance evaluation, and resolving issues.

Education & Experience:

High school diploma or equivalent required.
Minimum of 5 years in traffic control operations, maintenance, and repair.
At least 3 years of supervisory experience required.
Project management experience is preferred.

Skills & Abilities:

Strong leadership, communication, and customer service skills.
Ability to read and interpret safety rules, manuals, and engineering plans.
Proficiency in using computers, hand tools, meters, traffic control software, and vehicles.
Knowledge of electrical fundamentals and safe equipment use.
Strong analytical, problem-solving, and organizational skills.

Certificates & Licenses:

Valid Arkansas Driver’s License
IMSA Certifications: Traffic Signals II and MUTCD required
Forklift Certification preferred
